From public health advisors preventing infectious disease outbreaks, to software engineers weaving together tech services rely on, to everyone in between.

But the coalition-Government's decision to slash health funding has led to damaging proposals to cut health work jobs. They’re choosing to value their budget lines over health of the people.

Our union fundamentally opposes health cuts and will continue to call on the Government to abandon them.  

As it stands, Te Whatu Ora change proposals are being rolled out. Now is the time to connect with your union. It’s important you understand how you’re affected and take every opportunity to have your say. This page is where you’ll find key information.

People & Culture Change Proposal

Te Whatu Ora | Health New Zealand has published its latest proposed health cut. This time, the employer proposes to cut $84 million dollars from People and Culture; this is our members working in Health & Safety, Occ Health, Emergency Management, Payroll, Workforce Development, and many more professions.

National Public Health Service

This proposal is significant and has implications for almost every part of NPHS. We strongly encourage all members to read the proposal and understand how you’re impacted. We’ve got your back through this process.

Some of the major proposed changes include:

  • A net reduction of 54.7 FTE. Over 30% of staff are significantly impacted. Many people will need to apply for a new position in a much smaller team.
  • A reduction in national directorate roles, particularly in Health Promotion, Intelligence and Pacific Public Health, with a smaller increase in regional FTE.
  • A wide variety of changes to regional directorates.
  • A significant reduction in FTE for Smokefree Services.
  • The complete disestablishment of Hauora Māori Taumatanui as part of NPHS, with a Māori Public Health Unit to be established under Hauora Māori Services instead

Hauora Māori Services

We want to hear your unique perspective on the proposed changes as kaimahi - including how they would affect Te Whatu Ora’s ability to meet Te Tiriti obligations, deliver health outcomes for whānau Māori, and ensure their organizational design meets the needs of whānau, hapū, and Iwi.

This is especially important in the context of the coalition-Government's ongoing attacks on Māori and Te Tiriti o Waitangi.

The proposal says it will:

  1. Planning and funding of services to be led regionally and informed by the voice of IMPBs (Iwi Māori Partnership Boards) and Iwi.
  2. Enhancing performance monitoring of Hauora Māori Partners to ensure funding is spent on services that will improve life expectancy and the quality of life for Māori.
  3. Supporting IMPBs to influence service planning, design and delivery of services informed by the voice of whānau.
  4. Holding ourselves accountable to Māori and as an organisation for improving Hauora Māori outcomes.

The employer argues through the proposal that IMPBs are the future for improving hauora Māori outcomes. Their insights into local needs assessment and health priorities informed by whānau will ensure planning and funding is targeted to meet their needs. Their strong relationships at a regional and local level with Te Whatu Ora, other IMPBs, and Hauora partners will ensure wider community needs are also addressed. More investment and support to enable IMPBs to deliver on their statutory roles and influence planning and delivery of services is the biggest catalyst for change.

Some of the major proposed changes include:

  • Reducing the total number of roles from 367 (at the point of the Lift and Shift from Te Aka Whai Ora to Te Whatu Ora) to 236 roles with a change in focus
  • Moving functions of Hauora Māori Tūmatanui into Hauora Māori Services – but only directly transferring 5 roles out of 32.2 FTE they currently have
  • Transferring out certain roles in IT, planning and funding, finance, comms and HR.

Data and Digital

This proposal is deeply significant. It suggests cutting 47% of total staff numbers including current vacancies. Of current staff, it proposes cutting one in three roles. It’s important to read the proposal and understand how you’re affected.

Some of the major proposed changes are:

  • Cutting 47% of roles
  • Due to the recruitment freezes and pauses, that means 1 in 3 current staff
  • Creating 822 new roles, which means only 463 of the current total 2405 full time equivalent roles retaining their substantive jobs.

Pacific Health Service

We strongly encourage all members to read the proposal and understand how they are affected. These proposed cuts, with no guarantees to rebuild or mitigate harm, will cause harm to our Pacific Communities and significantly impact the future of our Pacific health workforce.

The work you do is crucial to support long term health and wellbeing outcomes for Aotearoa. We know that any cuts to Pacific Services will have a significant impact on our people and communities.

Some of the major proposed changes include:

  • $12.2m in cuts, reducing the budget from $162.2 million to $150M. That equates to a 7.5% reduction.
  • Cutting 50.8 full time equivalent roles – including across the board reduction of management, administration, and intelligence and insights roles (some of the latter transferred to Planning, Funding, and Outcomes).
  • Devolving core funding and contracting functions into regional teams.
  • Merging planning & funding with relationship & portfolio management - reducing the joint capacity.
  • Significantly restructuring and disestablishing Pacific Health Group support roles and regional leadership structures.
  • Reducing and slowing workforce development program delivery for 12 months – specifically Health Science Academies – shifting to a partnership model.

Planning, Funding and Outcomes

Our union is appalled by the timing of the release of these documents, and the lack of clarity in them. We have serious concerns about this process. We strongly encourage you to read the change proposal document in your area and provide as much clarity as you can to your union and employer on the impacts of these proposed changes if they were to go ahead.

Major changes proposed include:

  • Cutting 204 FTE roles: 57 in community and mental health, and funding and investment, 138 from former service improvement and innovation, and 9 from data and analytics.
  • Significant implications for the Starting Well, Aging Well, and Living Well programs.
  • Moving Whānau Voice functions to regional groups and reducing the number of roles.
  • Moving analysist currently in specialist roles and areas like Hauora Māori and Pacific Health into more generic positions in PFO.

  • Significantly reshaping a lot of the staffing structure and the way work is conducted.
